UNM Bureau of Business and Economic Research received an appropriation from the 2007 Legislature to do a financial feasibility analysis of incorporating the South Valley of Bernalillo County as a municipality. The report examines the revenue authority that a South Valley municipality could exercise under State law and develops estimates of State-share receipts and of other recurring revenues that might be raised. The report also estimates the cost of providing municipal services to the South Valley. The analysis includes an examination of the revenues and costs associated with current service delivery by Bernalillo County. Comparisons are drawn with nine major New Mexico municipalities. The results of the study were presented to the South Valley community at a town hall meeting on September 17, 2008.
