The Effects of Complex Land Use Regulation on Property Development in the City of Albuquerque
The City of Albuquerque is updating the Albuquerque/Bernalillo County Comprehensive Plan and creating an Integrated Development Ordinance (IDO) to simplify zoning regulations in order to streamline the development process, improve economic development, and protect neighborhoods. The City contracted with UNM’s Bureau of Business and Economic Research (BBER) to assess the effects of complex land use regulations on commercial property development. Specifically, does complex zoning cause development to be delayed or abandoned and which zoning combinations are causing issues.
